TRPA Loves Boulder Bay – AKA Waldorf Astoria Tahoe
TRPA project approval is expected in February or March. At the informational hearing in front of Governing Board on 1/25/23, Paul Nielsen, head TRPA planner, was almost giddy with the revised project. The public has yet to see the traffic study or project circulation analysis.
NTPA has asked TRPA/Washoe County to please address the following important issues:
- Granite Place condos Easement- Granite Place condos appear to have HOA control over the use of Scenic Dr.(4^th replacement access) as evidenced in their CC&Rs and Easement from the owner. It appears the HOA could shut Scenic Dr. down, which is not good for upper Crystal Bay. The amendment/clarification of that easement and CC&Rs should be a condition of the permit.
- Traffic Study-The existing site was 95,000 sq ft of improvements. The new project build out is 733,000 sq.ft. Their claim is less traffic. We are anxious to see that study.
- Circulation, considering the planned entertainment events, casino, restaurants and bars, public safety requires:
a. Scenic Dr. needs a stop sign/left turn lane going in and out of the lower underground parking (400+ spaces) entrance/exit and loading dock to avoid conflict with the neighborhood traffic and those leaving the upper entrance drop off (Lakeview Ave by the water tank).
b. SR 28/Stateline needs a signal and turn lanes onto Stateline and turn lanes into the Stateline underground parking entrance.
c. Turn lanes onto Scenic Dr. from SR 28 are needed.
d. Cut through traffic in the neighborhood needs to be limited.
e. Snow melt system needed at the Lakeview drop off (by the water tank) due to shadowing from buildings. - Sidewalks are needed on Scenic Dr. and Wassou Rd. Road slopes must be shown.
EKN, the developer hasn’t obtained financing on the vertical build out. We hope that comes soon as no one wants a half-built hole in the ground.
